Regarding the idea about the Warrantors for Peace, the Vulcans themselves had the idea, before the logical awakening from Surak. The blood-thirsty idea came from their own times of cold and hot wars. They were the ones who kept the idea and proposed it at the Federation’s birth. (Thankfully, this idea isn’t kept as canon in any tv show or movie.)
